Course Objectives:

  1. Understanding the ISPS Code:
    • Define the ISPS Code, its purpose, and its importance in maritime security.
    • Explain the history and development of the ISPS Code and its relation to international maritime security frameworks.
  2. ISPS Code Structure and Requirements:
    • Identify the key provisions and requirements under the ISPS Code for ships and port facilities.
    • Distinguish between different security levels (Security Level 1, 2, and 3) and the appropriate actions for each level.
  3. Roles and Responsibilities:
    • Outline the roles of key personnel, including the Ship Security Officer (SSO), Port Facility Security Officer (PFSO), and Company Security Officer (CSO).
    • Understand the obligations of governments, ship owners, and port authorities in ensuring compliance.
  4. Security Plans and Procedures:
    • Describe how to develop and implement security plans for ships and port facilities.
    • Understand the importance of risk assessments and the development of specific security measures and contingency plans.
  5. Security Drills and Exercises:
    • Understand the requirements for security drills and exercises to test the effectiveness of security measures.
    • Discuss the reporting and documentation of drills, including the preparation of security incident reports.
  6. ISPS Code Compliance and Audits:
    • Recognize the need for ongoing compliance with the ISPS Code.
    • Understand how audits and inspections are conducted, and how to prepare for an audit.
  7. Port Facility Security and Shipboard Security:
    • Discuss the relationship between port facilities and ships in maintaining security.
    • Identify the coordination required between port authorities and shipping companies to ensure safe and secure operations.
  8. Emergency Response and Threat Management:
    • Learn how to respond to security threats and incidents, including piracy, terrorism, and stowaways.
    • Discuss procedures for reporting incidents and managing security breaches.
  9. Security Training and Awareness:
    • Highlight the importance of security training for all personnel involved in port and ship operations.
    • Understand how to foster a culture of security awareness and vigilance among staff.
  10. Legal and Regulatory Framework:
    • Examine the legal aspects of the ISPS Code, including its integration with other international regulations, conventions, and national laws.
    • Discuss penalties for non-compliance and the implications for international trade and shipping operations.
