COURSE OVERVIEW:
The integrity of the procurement process depends on the creation of a structured tender environment that ensures transparency, competitiveness, and technical suitability. This course provides a comprehensive framework for Tender Design and Evaluation, focusing on the strategic preparation of "Request for Proposal" (RFP) packages and the rigorous assessment of bidder responses. It addresses the legal and commercial importance of establishing "Objective Selection Criteria" before entering the market to prevent bias and ensure the selection of the most qualified partners.
The scope of this training encompasses the technical drafting of "Tender Documents," the management of "Bidder Clarifications," and the implementation of "Weighted Scoring Models" for evaluation. Participants will learn how to distinguish between "Technical" and "Commercial" envelopes, manage "Pre-qualification" (PQQ) exercises, and execute "Arithmetic Checks" on financial submissions. The course provides practical tools for "Due Diligence," "Post-Tender Negotiation," and the formal "Award Recommendation" process.
Coverage includes the analysis of "Public vs. Private" tendering protocols, the implementation of "Ethics and Confidentiality" standards, and the execution of "Risk-Based Bid Analysis." Attendees will explore the utilization of "E-Tendering" platforms and learn how to manage the "Debriefing" process for unsuccessful bidders. By mastering tender design and evaluation, professionals will be able to maximize value for money, minimize procurement lead times, and defend the organization against claims of unfair selection practices.

- Execute "Two-Envelope" opening and evaluation procedures.

- Perform "Financial Due Diligence" and "Reference Checks" on bidders.

TRAINING COURSE METHODOLOGY:

The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
