COURSE OVERVIEW:
The final phase of a project is often the most complex, as it requires the transition from a "Construction" mindset to an "Operational" reality. This course provides a sophisticated framework for managing the rigorous procedures associated with project close-out, ensuring that assets are verified, safe, and ready for service. It focuses on the strategic coordination of multi-disciplinary teams during the critical window between physical completion and final acceptance.
The scope of this training encompasses the technical methodologies for "Pre-Commissioning" and "Commissioning," the management of "Punch Lists," and the formal "Transfer of Care, Custody, and Control" (TCCC). Participants will learn how to structure commissioning sequences, manage "System-by-System" handovers, and ensure that all performance tests meet contractual benchmarks. The course addresses the complexities of "Operational Readiness," providing practical tools for training the end-user and finalizing the "Close-out Report."
Coverage includes the analysis of "Factory Acceptance Tests" (FAT) and "Site Acceptance Tests" (SAT), the implementation of robust "Documentation Handover" protocols, and the management of "Warranty" and "Defect Liability" periods. Attendees will explore the human factors of project transition and learn how to close out financial and procurement records accurately. By mastering close-out procedures, professionals will be able to deliver a finished product that is technically sound, operationally functional, and fully documented for the long-term asset owner.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Design a comprehensive "Project Close-out and Handover Plan."
- Distinguish between "Mechanical Completion," "Commissioning," and "Startup."
- Oversee "Pre-Commissioning" activities and technical verification.
- Manage "Punch List" identification, categorization, and close-out.
- Execute "Factory Acceptance Tests" (FAT) and "Site Acceptance Tests" (SAT).
- Facilitate the "Transfer of Care, Custody, and Control" (TCCC) process.
- Ensure all "As-Built" documentation and "O&M Manuals" are complete.
- Manage "Performance Guarantee" testing and operational validation.
- Conduct "Project Post-Mortems" and capture "Lessons Learned."
- Coordinate the demobilization of project teams and contractors.
- Execute "Financial Close-out" and final payment certifications.
- Manage the transition into the "Warranty and Defect Liability" period.

This course is intended for Project Managers, Commissioning Managers, Site Engineers, Operations Leads, and QA/QC Managers.
TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximize the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
