Developing Effective Commissioning and Startup Plans (CSU)

22 – 26 June 2026, Abu Dhabi12 – 16 Oct. 2026, Cairo

COURSE OVERVIEW:

The transition from construction completion to stable operations is a critical phase that often determines the overall success and safety of an industrial asset. This course provides a comprehensive framework for the development of Commissioning and Startup (CSU) plans that bridge the gap between mechanical completion and full-load production. It focuses on the strategic planning required to ensure that all systems are tested, verified, and handed over to operations with minimal risk and maximum efficiency.

The scope of this training encompasses the entire CSU lifecycle, from the early engineering phase and "Commissionability" reviews to the final performance testing and handover to the owner. Participants will examine the technical requirements for static and dynamic testing, including the management of punch lists, preservation protocols, and temporary facilities. The course addresses the human element of commissioning, focusing on the coordination between construction teams, commissioning specialists, and the future operations workforce.

Coverage includes the development of detailed systems-based schedules, the implementation of robust safety management systems for "Live" plants, and the mastery of digital completion management tools. Attendees will learn how to identify critical path systems and how to manage the logistical complexities of spare parts, specialty vendors, and operational readiness. By mastering these CSU planning techniques, professionals will be able to deliver assets that meet design specifications and transition seamlessly into a profitable operational life.

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  • Design comprehensive Commissioning and Startup (CSU) strategies for complex assets.
  • Implement "Commissionability" reviews during the early engineering and design phases.
  • Develop detailed systems-based completion and startup sequences.
  • Manage the transition from area-based construction to systems-based commissioning.
  • Execute rigorous static and dynamic testing protocols for industrial equipment.
  • Oversee the management of punch lists and systems mechanical completion.
  • Implement robust safety management systems for the "Live" plant environment.
  • Coordinate effectively between construction, commissioning, and operations teams.
  • Utilize digital completion management systems for real-time tracking and reporting.
  • Manage the procurement and logistics of commissioning spare parts and consumables.
  • Execute formal performance testing and benefit realization assessments.
  • Facilitate the final handover process and capture lessons learned for future projects.

TARGET AUDIENCE:

This course is intended for Commissioning Managers, Startup Engineers, Project Managers, Operations Readiness Leads, and Senior Technical Staff involved in plant completion.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximize the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

The course participants shall be evaluated before, during, and at the end of the course.

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
