COURSE OVERVIEW:

The management of refined products after processing is a critical phase of the downstream supply chain, ensuring that gasoline, diesel, jet fuel, and LPG reach consumers without loss of quality. This course provides an in-depth exploration of the technical requirements for storing finished fuels, focusing on the preservation of product specifications such as octane number, flash point, and color. Participants will examine the design and operation of terminal facilities, including tank farms, manifold systems, and vapor recovery units.

 

The scope of this training involves the detailed logistics of product movement via pipelines, road tankers, railcars, and marine vessels. Attendees will learn the rigorous procedures for loading operations, emphasizing the prevention of product contamination and the management of static electricity hazards during high-flow transfers. The course details the mechanical and legal requirements for custody transfer, including the use of high-accuracy flow meters and automatic tank gauging systems to ensure precise inventory accounting.

 

Coverage includes the safety and environmental regulations governing refined product logistics, such as spill prevention, fire protection, and emission controls. Participants will explore the chemistry of product additives, including antioxidants and detergents, and how they are injected during the loading process. By integrating operational efficiency with stringent quality control, this course equips terminal personnel and logistics coordinators with the skills to manage the final leg of the refining process safely and profitably.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

1.  Identify the storage requirements for different refined product grades.

2.  Manage tank farm inventory to prevent product degradation and aging.

3.  Execute safe product blending operations to meet final market specs.

4.  Oversee road tanker and railcar loading using bottom and top loading arms.

5.  Operate and maintain Vapor Recovery Units (VRU) during loading cycles.

6.  Utilize Coriolis and Positive Displacement meters for custody transfer.

7.  Implement quality control protocols to prevent cross-contamination.

8.  Identify and mitigate static electricity risks during fuel transfers.

9.  Manage the logistics of pipeline batching and interface detection.

10.  Oversee marine loading operations and ship-to-shore communication.

11.  Execute emergency response procedures for product spills and fires.

12.  Interpret international standards for refined product sampling and testing.

13.  Optimize terminal throughput and minimize truck turnaround times.

Terminal Operators, Logistics Coordinators, Quality Control Technicians, Supply Chain Managers, and Health, Safety and Environment (HSE) Officers.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
