COURSE OVERVIEW:
Vessel Traffic Services (VTS) is a crucial maritime service implemented by competent authorities to improve the safety and efficiency of ship traffic and to protect the environment. This course examines the international standards set by the International Maritime Organization (IMO) and the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), specifically the IALA Recommendation V-103. It provides a technical framework for understanding how VTS centers utilize radar, AIS, and radio communications to provide Information, Navigational Assistance, and Traffic Organization services to vessels in congested or hazardous waters.
The scope of this training involves the mastery of the operational procedures required to monitor and manage maritime traffic flow within a VTS area. Participants will explore the mechanics of "Traffic Image" construction, the identification of developing risk situations, and the legalities surrounding the authority of a VTS Operator. The program emphasizes the human element, focusing on effective communication, situational awareness, and the coordination between the VTS center, pilots, tugs, and port authorities to prevent collisions and groundings.
Coverage includes the technical requirements for VTS infrastructure, such as radar sensors, VHF radio networks, and meteorological sensors. The course addresses the nuances of "VTS Communication" using IMO Standard Marine Communication Phrases (SMCP), the management of "Vessel Traffic Services" during emergency incidents, and the integration of digital tools like Electronic Chart Display and Information Systems (ECDIS). By focusing on both regulatory compliance and tactical monitoring, this course equips maritime professionals with the expertise needed to manage complex traffic patterns in modern port environments.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
1. Explain the legal framework of VTS under SOLAS and IALA standards.
2. Differentiate between Information, Navigational Assistance, and Traffic Organization services.
3. Utilize Radar and Automatic Identification System (AIS) to maintain a Traffic Image.
4. Apply "Standard Marine Communication Phrases" (SMCP) for VTS interactions.
5. Identify and assess potential collision risks and traffic bottlenecks.
6. Coordinate vessel movements with Pilotage and Tug assistance services.
7. Manage "Vessel Reporting Systems" (VRS) and clearance procedures.
8. Execute emergency response protocols for vessels in distress within VTS limits.
9. Monitor and report environmental conditions using hydro-meteorological sensors.
10. Implement "Traffic Separation Schemes" (TSS) and restricted area management.
11. Audit the accuracy and reliability of VTS sensor data and tracking.
12. Resolve traffic conflicts through proactive "Traffic Organization" interventions.
13. Lead the VTS team in maintaining a safe and efficient marine environment.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
