COURSE OVERVIEW:
The Tier 3 Oil Spill Response Training to IMO 3 standards is a high-level management program focused on the strategic command and policy-making requirements for catastrophic oil spills. This course examines the complexities of massive pollution events that require national and international intervention, often involving cross-border cooperation and the mobilization of global response organizations. It provides a technical and administrative framework for senior executives and government officials to lead large-scale crisis management teams while navigating the legal, political, and environmental challenges of a major disaster.
The scope of this training involves the mastery of national contingency planning and the implementation of international conventions such as the OPRC 90 and CLC/FUND. Participants will explore the mechanics of high-level decision-making, focusing on the trade-offs between different response strategies and the long-term restoration of impacted ecosystems. The program emphasizes the leadership required to manage multi-national stakeholders, the coordination of global logistics, and the protection of the organization's reputation during intense public and media scrutiny.
Coverage includes the analysis of historical Tier 3 incidents to identify lessons learned in crisis leadership and resource management. COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Explain the strategic requirements for Tier 3 response under international law.
- Lead a National or Corporate Crisis Management Team (CMT).
- Coordinate international assistance through the IMO and global response centers.
- Manage high-level political and diplomatic interfaces during a spill.
- Approve and oversee the implementation of national-scale response strategies.
- Evaluate the socio-economic impacts of a major spill on a national level.
- Manage the interface with the International Oil Pollution Compensation (IOPC) Funds.
- Direct the long-term environmental damage assessment and restoration process.
- Execute strategic crisis communication and reputation management plans.
- Oversee the financial and legal management of multi-million dollar claims.
- Implement policy changes based on lessons learned from major incidents.
- Manage the integration of military and civil resources in a national response.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
