COURSE OVERVIEW:

The Tier 2 Oil Spill Response Training to IMO 2 standards is a strategic and tactical program designed for personnel who will supervise and lead oil spill response operations. This course examines the complexities of managing medium-scale spills that exceed a facility's local resources and require coordination with regional authorities or external contractors. It provides a technical framework for transitioning from immediate field action to a structured incident management system, ensuring that tactical objectives are aligned with environmental and commercial priorities.

 

The scope of this training involves the mastery of Net Environmental Benefit Analysis (NEBA), now commonly referred to as Spill Impact Mitigation Assessment (SIMA). Participants will explore the mechanics of multi-agency coordination, the deployment of large-scale containment systems, and the implementation of advanced recovery strategies in offshore and coastal environments. The program emphasizes the leadership required to manage a diverse team of responders while maintaining high standards of safety and operational efficiency during prolonged incidents.

 

Coverage includes the legal mandates of national and international contingency planning, the logistics of resource mobilization, and the management of media and stakeholder expectations. The course addresses the nuances of shoreline assessment techniques (SCAT), the technicalities of aerial surveillance, and the administrative requirements for cost recovery and insurance claims. By focusing on tactical command and strategic decision-making, this course equips supervisors with the expertise needed to mitigate the impact of significant oil pollution events.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the regulatory requirements for Tier 2 response under the OPRC Convention.
  2. Lead the implementation of the Incident Command System (ICS) for oil spills.
  3. Conduct a comprehensive Spill Impact Mitigation Assessment (SIMA) to guide strategy.
  4. Manage the mobilization and logistics of regional response resources.
  5. Coordinate aerial surveillance and satellite imagery for spill tracking.
  6. Direct large-scale offshore containment and mechanical recovery operations.
  7. Oversee the application of chemical dispersants and in-situ burning protocols.
  8. Manage Shoreline Cleanup Assessment Technique (SCAT) teams and data.
  9. Implement site-specific health and safety plans for large responder teams.
  10. Execute waste management strategies for high volumes of oily debris.
  11. Manage communications with government agencies, media, and the public.
  12. Document all response activities for insurance claims and legal defense.
  13. Lead post-incident debriefings and the development of improvement plans.


TARGET AUDIENCE:  

On-Scene Commanders, Response Supervisors, HSEQ Managers, Marine Superintendents, and Government Regulatory Officers.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
