COURSE OVERVIEW:

The Tier 1 Oil Spill Response Training to IMO 1 standards is a practical program designed to equip operational personnel with the skills necessary to manage localized oil spills. This course examines the fundamental principles of oil spill behavior and the immediate actions required to contain and recover small-scale discharges within a facility's boundaries. It provides a technical framework for the deployment of specialized equipment, focusing on the protection of sensitive coastal and marine environments during the initial stages of a spill.

 

The scope of this training involves the mastery of mechanical containment and recovery techniques, including the use of booms and skimmers. Participants will explore the mechanics of oil weathering processes, the impact of various oil types on the water, and the safety protocols required for responders. The program emphasizes the importance of rapid mobilization and the implementation of the facility's Shipboard Oil Pollution Emergency Plan (SOPEP) or terminal equivalent.

 

Coverage includes the selection and application of sorbent materials, the management of oily waste, and the basic principles of shoreline cleanup. The course addresses the nuances of site safety, personal protective equipment (PPE), and the notification procedures required by international and local regulations. By focusing on hands-on application and operational readiness, this course equips first responders with the expertise needed to minimize the environmental impact of minor oil pollution incidents.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the definitions and criteria for a Tier 1 oil spill.
  2. Identify the properties of different oil types and their behavior on water.
  3. Execute immediate notification and mobilization procedures.
  4. Select and wear appropriate Personal Protective Equipment (PPE) for oil response.
  5. Deploy and anchor oil containment booms in varying current conditions.
  6. Operate various types of skimmers for oil recovery.
  7. Implement shoreline protection strategies using sorbents and barriers.
  8. Understand the "Stop, Contain, and Recover" methodology.
  9. Manage the temporary storage and transport of oily waste.
  10. Utilize the facility's Emergency Response Plan and SOPEP effectively.
  11. Identify sensitive environmental areas requiring priority protection.
  12. Conduct basic decontamination of response equipment after use.
  13. Report response actions and observations to the On-Scene Commander.


TARGET AUDIENCE:  

Deck Ratings, Engine Room Staff, Terminal Operators, Jetty Personnel, and Marine Maintenance Teams.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
