COURSE OVERVIEW:
The practical implementation of the International Ship and Port Facility Security (ISPS) Code is essential for maintaining the security of the global maritime supply chain. This course examines the mandatory requirements of SOLAS Chapter XI-2 and the ISPS Code, focusing on the roles, responsibilities, and technical measures required to protect ships and ports from security threats. It provides a technical framework for conducting security assessments and developing comprehensive security plans that align with international benchmarks.
The scope of this training involves a detailed analysis of the three security levels and the specific actions required at each stage. Participants will explore the mechanics of access control, the utilization of security equipment, and the procedures for monitoring restricted areas. The program emphasizes the shared responsibility between the Ship Security Officer (SSO), the Company Security Officer (CSO), and the Port Facility Security Officer (PFSO), ensuring a seamless security interface during ship-to-shore operations.
Coverage includes the identification of prohibited items, the recognition of suspicious behavior, and the management of security drills. The course addresses the nuances of cybersecurity within the maritime environment, the handling of sensitive security information, and the documentation required for compliance audits. By focusing on real-world scenarios and tactical application, this course equips maritime professionals with the expertise needed to safeguard marine assets against terrorism, piracy, and smuggling.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Explain the historical context and legal framework of the ISPS Code.
- Differentiate between the requirements of Part A and Part B of the Code.
- Conduct a thorough Port Facility Security Assessment (PFSA).
- Develop and maintain a Port Facility Security Plan (PFSP).
- Identify the specific duties of the SSO, CSO, and PFSO.
- Implement effective access control measures for personnel and vehicles.
- Manage the security of cargo handling and delivery of ship's stores.
- Execute surveillance and monitoring of restricted areas and deck zones.
- Coordinate security levels and the Declaration of Security (DoS) process.
- Recognize and respond to security threats, including IEDs and weaponry.
- Lead effective security drills and exercises as mandated by the Code.
- Manage the confidentiality of sensitive security documentation.
- Audit security procedures for compliance with flag and port state requirements.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
