COURSE OVERVIEW:

The development and maintenance of a Terminal Safety Case is a fundamental requirement for the high-hazard oil and gas marine sector. This course examines the systematic approach to identifying major accident hazards (MAH) and demonstrating that risks have been reduced to a level that is As Low As Reasonably Practicable (ALARP). It provides a technical framework for understanding the legislative requirements governing onshore and offshore marine terminals, focusing on the prevention of catastrophic events through robust safety management systems and barrier integrity.

 

The scope of this training involves a deep dive into hazard identification techniques, risk assessment methodologies, and the implementation of performance standards for safety-critical elements. Participants will explore the mechanics of "Bow-tie" analysis and the documentation required to satisfy regulatory bodies regarding the safety of terminal operations. The program emphasizes the role of the Safety Case as a living document that must evolve with the facility's lifecycle, ensuring that all physical and procedural defenses are maintained against fires, explosions, and toxic releases.

 

Coverage includes the integration of emergency planning within the Safety Case framework to ensure a rapid and effective response to unforeseen incidents. The course addresses the nuances of crisis management, the coordination with local authorities, and the technical requirements for emergency shutdown systems. By focusing on both the theoretical aspects of risk management and the practicalities of terminal protection, this course equips professionals with the expertise needed to manage complex marine facilities while protecting personnel, assets, and the marine environment.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the fundamental principles and legal requirements of a Terminal Safety Case.
  2. Identify Major Accident Hazards (MAH) specific to oil and gas marine terminals.
  3. Conduct comprehensive Hazard and Operability (HAZOP) studies for terminal systems.
  4. Utilize Bow-tie diagrams to visualize threats and barrier effectiveness.
  5. Define Performance Standards for Safety-Critical Elements (SCEs).
  6. Implement a robust Verification and Audit scheme for terminal barriers.
  7. Demonstrate the achievement of ALARP through cost-benefit and qualitative analysis.
  8. Develop integrated On-site and Off-site Emergency Response Plans.
  9. Coordinate effectively with external emergency services and port authorities.
  10. Manage the transition from operational status to emergency shutdown (ESD) logic.
  11. Execute crisis communication protocols during high-stress terminal incidents.
  12. Audit the Safety Management System for compliance with national and international standards.
  13. Lead a multi-disciplinary team in the periodic review and update of the Safety Case.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
