COURSE OVERVIEW:

Tanker Management and Self-Assessment (TMSA 3) Best Practices is a strategic management course based on the OCIMF framework for ship operators. This course examines the 13 elements of the TMSA 3 program, providing a technical roadmap for moving from "Level 1" (Minimum Compliance) to "Level 4" (Industry Excellence). It provides a structured methodology for measuring and improving Safety Management Systems (SMS) through Key Performance Indicators (KPIs) and best practice evidence.

 

The scope of this training involves the mastery of "Change Management," "Incident Investigation," and "Environmental and Energy Management." Participants will explore the mechanics of the "Self-Assessment" process, focusing on how to provide objective evidence during a vetting audit. The program emphasizes the role of leadership in fostering a proactive safety culture and the integration of "Human Factors" into the management cycle.

 

Coverage includes the analysis of the "SIRE 2.0" interface, the management of vessel reliability, and the optimization of navigational safety. The course addresses the nuances of "Mooring Management" (MEG4 alignment) and the technicalities of "Energy Efficiency" (EEXI/CII). By focusing on the OCIMF vision of zero incidents and zero spills, this course equips maritime managers with the expertise needed to achieve top-tier vetting status and commercial competitive advantage.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the purpose and structure of the OCIMF TMSA 3 framework.
  2. Conduct a "Gap Analysis" between current SMS and TMSA Level 4 requirements.
  3. Utilize "Key Performance Indicators" (KPIs) to measure management effectiveness.
  4. Implement a robust "Management of Change" (MOC) process.
  5. Execute "Root Cause Analysis" (RCA) for incident and near-miss investigation.
  6. Manage "Human Factors" and behavioral safety programs as per TMSA Element 14.
  7. Audit "Navigational Safety" through VDR analysis and bridge audits.
  8. Optimize "Maintenance Systems" to ensure vessel reliability and uptime.
  9. Manage "Environmental Performance" and greenhouse gas (GHG) reduction.
  10. Execute "Mooring Safety" management in alignment with MEG4.
  11. Prepare for "External Vetting Audits" with objective evidence.
  12. Lead "Management Reviews" to drive continuous improvement (PDCA).
  13. Foster a "Zero-Incident Culture" across the fleet and shore office.

Ship Managers, Marine and Technical Superintendents, DPA/CSO, Fleet Directors, and HSEQ Managers.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
