Ship / Shore Interface in Oil and Gas Industry (OCIMF, ISGOTT, SIGTTO, and MTCOT Requirements)
| 08 – 12 June 2026, Dubai | 28 Sep. – 02 Oct. 2026, Abu Dhabi |
COURSE OVERVIEW:
Ship / Shore Interface in Oil and Gas Industry is a high-level technical program designed to synchronize the complex operations between tankers and marine terminals. This course examines the integrated regulatory framework provided by international bodies such as OCIMF and SIGTTO to ensure the safe transfer of hazardous liquid cargoes. It provides a technical bridge between shipboard procedures and shore-side management systems to mitigate risks during the critical berthing and loading phases.
The scope of this training involves a deep dive into the "Marine Terminal Management and Self-Assessment" (MTMSA) and the "Marine Terminal Baseline Criteria" (MTCOT). Participants will explore the mechanics of "Pre-Arrival" communications, the standardization of "Ship/Shore Safety Checklists," and the technical requirements for "Emergency Shutdown" (ESD) system compatibility. The program emphasizes the shared accountability of the "Loading Master" and the "Chief Officer" in maintaining the integrity of the transfer operation.
Coverage includes the latest "ISGOTT" Version 6 updates, the management of "Atmospheric Control" for gas carriers under SIGTTO guidelines, and the physical security mandates of the ISPS Code. The course addresses the nuances of "Mooring Equipment Guidelines" (MEG4) and the prevention of "Static Electricity" hazards during high-flow transfers. By focusing on global best practices, this course equips maritime and terminal leaders with the expertise needed to manage a seamless, incident-free oil and gas interface.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Explain the hierarchy of OCIMF, SIGTTO, and IMO regulations.
- Align shipboard "Safety Management Systems" with terminal operating procedures.
- Utilize "MTMSA" and "MTCOT" tools for terminal performance benchmarking.
- Manage "Pre-Arrival" information exchange and "Berth Compatibility" reviews.
- Execute "Ship/Shore Safety Checklists" in compliance with ISGOTT 6.
- Synchronize "Emergency Shutdown" (ESD) logic for oil and gas transfers.
- Implement "Mooring Equipment Guidelines" (MEG4) for safe berthing.
- Manage "Atmospheric Control" and "Vapor Return" systems during loading.
- Mitigate "Static Electricity" risks using insulating flanges and flow limits.
- Conduct "Joint Risk Assessments" for non-routine marine operations.
- Oversee the safety of "Marine Loading Arms" (MLAs) and flexible hoses.
- Audit the interface for compliance with "MARPOL" and "ISPS" standards.
- Lead the "Ship-Shore Meeting" to establish clear operational boundaries.
TARGET AUDIENCE:
Loading Masters, Terminal Managers, Ship Officers, Marine Superintendents, and HSEQ Professionals.
TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
