COURSE OVERVIEW:

Safety Guide for Oil Tankers and Terminals is a critical operational course based on the "International Safety Guide for Oil Tankers and Terminals" (ISGOTT) Version 6. This course examines the standardized safety practices required to manage the high-risk interface between oil tankers and the terminals they serve. It provides a technical framework for the prevention of fire, explosions, and pollution during all stages of the ship-shore interaction.

 

The scope of this training involves the practical application of the "Ship/Shore Safety Checklist" (SSSCL), focusing on the new structured format introduced in the 6th Edition. Participants will explore the mechanics of "Static Electricity" hazards, the management of "Inert Gas" (IG) systems, and the technicalities of "Closed Cargo" operations. The program emphasizes the shared responsibility between the "Master" and the "Terminal Representative" in ensuring that safety barriers remain intact throughout the transfer process.

 

Coverage includes the updated guidance on "Human Factors," "Toxic Hazards" such as $H_2S$ and Benzene, and the use of modern technology in gas detection and mooring. The course addresses the nuances of "Emergency Towing Off Pennants" (Fire Wires), "Security Levels," and "Ballast Water" management. By focusing on the industry-standard benchmarks set by OCIMF and ICS, this course equips professionals with the expertise needed to conduct oil transfer operations with maximum safety and compliance.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the primary updates and changes in ISGOTT Version 6.
  2. Utilize the "Ship/Shore Safety Checklist" (SSSCL) correctly and effectively.
  3. Manage "Static Electricity" risks through bonding and relaxation times.
  4. Execute safe "Inert Gas" (IG) operations to maintain tank atmosphere.
  5. Identify and control "Toxic Hazards" including $H_2S$ and Volatile Organic Compounds (VOCs).
  6. Implement "Closed Cargo Operations" to prevent vapor release.
  7. Conduct "Mooring Audits" and manage tension in ship-shore lines.
  8. Execute "Emergency Shutdown" (ESD) procedures in coordination with shore.
  9. Audit the "Ship-Shore Access" for safety and security compliance.
  10. Apply "Human Factors" principles to reduce operational errors.
  11. Manage "Fire-Fighting Readiness" during the cargo transfer period.
  12. Execute safe "Tank Cleaning" and "Gas Freeing" as per ISGOTT.
  13. Lead the "Safety Committee" in reviewing terminal-specific risks.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
