COURSE OVERVIEW:

Risk Assessment and Permit-to-Work for Marine Operations is a specialized safety management program designed to mitigate the inherent hazards of shipboard and offshore activities. This course examines the systematic process of identifying, evaluating, and controlling risks associated with high-stakes tasks. It provides a technical framework for transitioning from a "Hazardous Idea" to a "Safe Operation" through the application of the hierarchy of controls.

 

The scope of this training involves the mastery of qualitative and quantitative risk assessment tools, including JSA (Job Safety Analysis) and HIRA (Hazard Identification and Risk Assessment). Participants will explore the mechanics of the "Permit-to-Work" (PTW) system, focusing on its role as a final safety barrier for tasks such as hot work, enclosed space entry, and working at height. The program emphasizes the responsibility of the "Authorized Signatory" and the "Permit Holder" in ensuring all isolations and precautions are strictly maintained.

 

Coverage includes the integration of "Safety Management Systems" (SMS) with the PTW process and the use of "Lock-Out, Tag-Out" (LOTO) procedures for mechanical and electrical energy isolation. The course addresses the nuances of "Dynamic Risk Assessment" for rapidly changing environments and the legal requirements for incident reporting. By focusing on procedural discipline and hazard awareness, this course equips maritime professionals with the expertise needed to foster a zero-incident culture on board.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Define the fundamental principles of hazard identification and risk.
  2. Utilize the "Hierarchy of Controls" to mitigate maritime risks.
  3. Conduct a comprehensive "Job Safety Analysis" (JSA) for deck tasks.
  4. Manage the "Permit-to-Work" (PTW) lifecycle from issue to closure.
  5. Execute safe "Hot Work" permits in explosive atmospheres.
  6. Manage "Enclosed Space Entry" permits and atmospheric testing.
  7. Implement robust "Lock-Out, Tag-Out" (LOTO) for energy isolation.
  8. Conduct "Risk Assessments" for working at height and overside.
  9. Utilize "Dynamic Risk Assessment" for emergency scenarios.
  10. Manage the "Concurrent Operations" (SIMOPS) permit interface.
  11. Identify and control "Human Factors" in risk-taking behavior.
  12. Audit the PTW system for compliance and procedural gaps.
  13. Lead "Toolbox Talks" (TBT) to communicate risks effectively to the crew.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
