COURSE OVERVIEW:

Preventing Collisions at Sea (COLREG) is a vital technical program designed to master the "International Regulations for Preventing Collisions at Sea 1972." This course examines the legal and operational mandates that govern the conduct of vessels to ensure safety of navigation in all visibility conditions. It provides a structured framework for interpreting the hierarchy of vessels and the specific actions required to avoid close-quarters situations.

 

The scope of this training involves the detailed analysis of steering and sailing rules, focusing on the responsibilities of the "Stand-on" and "Give-way" vessels. Participants will explore the technical requirements for lights and shapes, sound and light signals, and the use of radar and ARPA for early threat detection. The program emphasizes the practical application of Rule 5 regarding the "Look-out" and Rule 6 concerning "Safe Speed" in various maritime traffic scenarios.

 

Coverage includes the management of vessel movement in Traffic Separation Schemes (TSS), narrow channels, and areas of restricted visibility. The course addresses the nuances of "Risk of Collision" assessment and the legal implications of non-compliance with the rules. By focusing on situational awareness and decisive action, this course equips maritime professionals with the expertise needed to navigate safely through high-density traffic and complex maritime environments.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the legal structure and application of the COLREG 1972.
  2. Maintain a proper "Look-out" using all available technical means.
  3. Determine "Safe Speed" based on visibility, traffic, and vessel constraints.
  4. Assess the "Risk of Collision" using compass bearings and radar.
  5. Execute "Positive Action" to avoid collisions in a timely manner.
  6. Navigate safely within Narrow Channels and Traffic Separation Schemes.
  7. Identify the hierarchy of vessels and their respective responsibilities.
  8. Interpret the meaning of various Navigation Lights and Day Shapes.
  9. Utilize Sound and Light signals for maneuvering and warning.
  10. Apply specific rules for conduct in "Restricted Visibility" conditions.
  11. Differentiate between "Crossing," "Overtaking," and "Head-on" situations.
  12. Manage the interface between different vessel types (NUC, RAM, CBD).
  13. Lead the bridge team in compliant decision-making during high traffic.

Deck Officers, Pilots, Vessel Traffic Service (VTS) Operators, Tug Masters, and Maritime Students.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
