COURSE OVERVIEW:

Port Operations Planning and Control is a high-level technical program designed to maximize the throughput and resource utilization of a maritime terminal. This course examines the mathematical and logistical principles behind "Berth Allocation," "Yard Planning," and "Vessel Scheduling." It provides a strategic framework for transforming a dynamic flow of vessels and cargo into a predictable and optimized operational sequence.

 

The scope of this training involves the mastery of "Terminal Operating Systems" (TOS) and the application of "Lean" methodologies to minimize "Dwell Time" and "Ship Turnaround Time." Participants will explore the mechanics of "Gate Management," the optimization of "Quay Crane" cycles, and the synchronization of inland transport modes. The program emphasizes the role of the "Operations Manager" in balancing conflicting priorities between commercial commitments and operational constraints.

 

Coverage includes the analysis of "Bottlenecks" within the terminal layout, the management of "Dangerous Goods" segregation, and the planning for "Extreme Weather" contingencies. The course addresses the nuances of "Workforce Scheduling" and the integration of automated equipment into traditional workflows. By focusing on data-driven planning and real-time control, this course equips professionals with the expertise needed to run a high-performance port facility that meets the demands of modern global logistics.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Define the core principles of port and terminal operations planning.
  2. Optimize "Berth Allocation" using vessel priority and depth criteria.
  3. Develop efficient "Vessel Loading and Discharge" plans (Stowage).
  4. Implement "Yard Planning" strategies to minimize "Shifting" and "Re-handling."
  5. Utilize "Terminal Operating Systems" (TOS) for real-time control.
  6. Design "Gate Management" systems to optimize truck turnaround.
  7. Apply "Key Performance Indicators" (KPIs) to measure planning success.
  8. Manage "Workforce and Equipment" allocation for maximum productivity.
  9. Conduct "Bottleneck Analysis" to improve terminal throughput.
  10. Integrate "Dangerous Goods" (IMDG) requirements into the yard plan.
  11. Develop "Contingency Plans" for equipment failure and weather delays.
  12. Coordinate "Multimodal" interfaces (Rail, Road, and Sea).
  13. Lead the "Operations Planning Team" in a high-volume maritime terminal.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
