COURSE OVERVIEW:

Port Operations Communications (POC) is a specialized technical program designed to ensure the seamless exchange of information between all stakeholders in a maritime terminal. This course examines the critical role of clear, concise, and standardized communication in maintaining safety and efficiency during vessel arrival, cargo handling, and departure. It provides a technical framework for utilizing modern communication tools, ranging from VHF radio and AIS to digital Port Community Systems and automated data links.

 

The scope of this training involves the mastery of "Standard Marine Communication Phrases" (SMCP) and the procedural protocols required for "Ship-to-Shore" and "Inter-Terminal" interactions. Participants will explore the mechanics of "Vessel Traffic Services" (VTS) coordination, pilotage communication, and the emergency reporting chains necessary for incident management. The program emphasizes the prevention of "Communication Breakdowns," which are a primary root cause of maritime accidents and operational delays.

 

Coverage includes the legal requirements of the ITU and IMO regarding maritime radio licensing, the management of "Sensitive Information," and the use of digital "Single Windows" for port clearance. The course addresses the nuances of "Cross-Cultural Communication" in an international industry and the integration of mobile technology in modern port logistics. By focusing on both verbal discipline and digital literacy, this course equips port personnel with the expertise needed to act as the "Information Hub" of a high-speed maritime facility.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Define the fundamental principles of effective communication in port operations.
  2. Utilize "Standard Marine Communication Phrases" (SMCP) correctly.
  3. Operate VHF/UHF radio equipment and follow "Radio Etiquette" protocols.
  4. Manage the communication link between VTS, Pilots, and Port Control.
  5. Coordinate information flow during "Emergency and Distress" situations.
  6. Utilize "Port Community Systems" (PCS) for digital data exchange.
  7. Implement "Standardized Reporting" for vessel arrival and departure.
  8. Manage "Multi-Lingual" communication challenges in an international port.
  9. Execute "Toolbox Talks" and "Shift Handovers" with technical precision.
  10. Utilize AIS and "Live Tracking" data to enhance situational awareness.
  11. Protect "Sensitive Security Information" as per ISPS requirements.
  12. Interpret "Visual Signals" and "Flags" used in port operations.
  13. Lead the "Communication Strategy" for a complex terminal operation.


TARGET AUDIENCE:  

Port Controllers, VTS Operators, Terminal Supervisors, Marine Dispatchers, and Quay Supervisors.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
