COURSE OVERVIEW:

Oil Tanker and Offshore Units Vetting, Sire Audit and Inspection is a strategic program designed to ensure that vessels and offshore assets meet the stringent quality standards of the global energy majors. This course examines the evolution of the Ship Inspection Report (SIRE) program, focusing on the transition to the risk-based SIRE 2.0 framework. It provides a technical analysis of the inspection criteria for various assets, including crude tankers, gas carriers, and offshore support vessels (OVID).

 

The scope of this training involves a comprehensive exploration of the Vessel Inspection Questionnaire (VIQ) and the Offshore Vessel Inspection Questionnaire (OVIQ). Participants will explore the mechanics of a vetting audit, from the bridge and engine room inspections to the review of the Safety Management System (SMS) and crew competency. The program emphasizes the role of "Human Factors" and the use of digital tools by inspectors to record objective evidence of compliance or deficiency.

 

Coverage includes the regulatory requirements of OCIMF, SOLAS, MARPOL, STCW, and the MLC. The course addresses the nuances of managing "Observations," the process of "Root Cause Analysis" (RCA), and the preparation of robust "Corrective Action Plans" (CAP). By focusing on "Continuous Readiness," this course equips technical managers and senior officers with the expertise needed to maintain positive vetting statuses and secure commercial viability for their assets.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the fundamental principles and commercial impact of vessel vetting.
  2. Navigate the technical requirements of the SIRE 2.0 and OVID programs.
  3. Utilize the Vessel Inspection Questionnaire (VIQ) for internal self-audits.
  4. Prepare a vessel or offshore unit for an upcoming vetting inspection.
  5. Identify "High-Risk" areas within the engine room and cargo spaces.
  6. Conduct a comprehensive review of shipboard documentation and logs.
  7. Demonstrate compliance with the Maritime Labour Convention (MLC) standards.
  8. Manage the "Inspector-Crew" interface to ensure a professional audit.
  9. Perform "Root Cause Analysis" for observations found during inspections.
  10. Draft effective "Corrective Action" responses for vetting databases.
  11. Implement "Continuous Improvement" strategies based on inspection trends.
  12. Audit the vessel’s compliance with STCW manning and rest hour requirements.
  13. Lead the senior management team in maintaining a "Vet-Ready" culture.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
