COURSE OVERVIEW:
Oil Spill Prevention and Response at Marine Terminals is a specialized operational course focused on protecting the marine environment during high-volume hydrocarbon transfers. This course examines the critical risk points within a terminal’s infrastructure, from pipeline manifolds to the ship-to-shore loading arm interface. It provides a technical framework for implementing "Primary Containment" strategies and the early detection of leaks through pressure monitoring and visual surveillance.
The scope of this training involves the practical application of oil spill response equipment and the coordination of a rapid deployment team. Participants will explore the mechanics of different boom configurations, the efficiency of various skimmer types in restricted waters, and the logistics of managing oily waste. The program emphasizes the importance of the "Tiered Response" concept, ensuring that terminal staff can effectively manage a Tier 1 event while coordinating with external agencies for larger incidents.
Coverage includes the regulatory requirements of the OPRC Convention and the development of a Terminal-Specific Contingency Plan. The course addresses the nuances of "Net Environmental Benefit Analysis" (NEBA) and the protection of sensitive coastal resources near the terminal. By focusing on both proactive prevention and reactive suppression, this course equips terminal personnel with the expertise needed to minimize the environmental and commercial impact of an oil spill.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Identify the most common causes of oil spills at marine terminals.
- Implement robust "Preventative Maintenance" on loading arms and hoses.
- Utilize real-time leak detection and pressure monitoring systems.
- Execute the deployment of various containment booms (Fence and Inflatable).
- Operate and maintain weir, oleophilic, and vacuum skimmers.
- Conduct "Net Environmental Benefit Analysis" for terminal-specific scenarios.
- Manage the notification and reporting chain following a spill incident.
- Oversee the temporary storage and transportation of recovered oily waste.
- Implement "Pre-booming" procedures for high-risk vessel transfers.
- Coordinate with Port Authorities and Oil Spill Response Organizations (OSRO).
- Develop and conduct "Table-top" and "Deployment" drills for terminal staff.
- Audit the terminal’s "Spill Response Kit" for compliance and readiness.
- Lead the initial "Incident Command" response for a terminal-based spill.
TARGET AUDIENCE:
Terminal Operations Staff, HSE Officers, Loading Masters, Port Authority Personnel, and Environmental Engineers.
TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
