COURSE OVERVIEW:
Oil and Gas Tankers Vetting and Inspections is a specialized program designed to navigate the rigorous quality control systems of the energy industry. This course examines the criteria used by major oil companies and port states to determine the technical acceptability of a vessel. It provides a detailed analysis of the Ship Inspection Report Program (SIRE) and the specialized requirements for gas carriers, focusing on the transition to the digital and risk-based SIRE 2.0 framework.
The scope of this training involves a comprehensive look at the inspection process, from pre-boarding preparation to the management of "Observations" and "Deficiencies." Participants will explore the technical benchmarks for hull integrity, cargo machinery, life-saving appliances, and environmental protection systems as mandated by IMO conventions. The program emphasizes the role of the "Vetting Department" in assessing the cumulative risk profile of a vessel and its management company.
Coverage includes the practical application of the Vessel Inspection Questionnaire (VIQ) and the Chemical Distribution Institute (CDI) standards. The course addresses the nuances of "Port State Control" (PSC) inspections and the legal implications of vessel detention. By focusing on "Inspection Readiness," this course equips maritime professionals with the expertise needed to maintain a high "Vetting Score" and ensure uninterrupted commercial employment for their fleet.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Explain the fundamental principles and objectives of vessel vetting.
- Prepare a vessel for a SIRE 2.0 inspection using a risk-based approach.
- Utilize the Vessel Inspection Questionnaire (VIQ) as a self-audit tool.
- Manage the inspection process for gas carriers as per CDI requirements.
- Identify common "High-Impact" deficiencies and how to prevent them.
- Conduct effective "Pre-Vetting" audits on board tankers.
- Respond to vetting observations with robust "Root Cause Analysis" (RCA).
- Interpret Port State Control (PSC) data to identify fleet trends.
- Ensure compliance with IMO requirements for "Enhanced Survey Programs."
- Manage the vessel’s "Harmonized System of Survey and Certification."
- Implement "Continuous Improvement" based on previous inspection data.
- Oversee the documentation and record-keeping required for a vetting audit.
- Lead the bridge and engine room teams through a successful vetting event.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
