COURSE OVERVIEW:

Oil and Gas Tanker Safe Operations and Management is a high-level technical program focused on the safe carriage of bulk liquid energy. This course examines the evolution of safety standards following the release of ISGOTT Version 6 and the specialized requirements for gas carriers mandated by SIGTTO. It provides a detailed analysis of the physical properties of crude oil, refined products, LNG, and LPG, focusing on the hazards of flammability, toxicity, and cryogenic temperatures.

 

The scope of this training involves the mastery of cargo containment systems, inert gas operations, and crude oil washing (COW) procedures. Participants will explore the mechanics of "Closed Loading" operations, the management of vapor pressure, and the technicalities of "Boil-Off Gas" (BOG) management in LNG carriers. The program emphasizes the human element, focusing on the implementation of the "Safety Management System" (SMS) and the rigorous use of the Ship-Shore Safety Checklist.

 

Coverage includes the regulatory frameworks of MARPOL and SOLAS as they relate to tanker design and operation. The course addresses the complexities of Ship-to-Ship (STS) transfers, the management of "Noxious Liquid Substances," and the legal requirements for "Tanker Vetting." By blending technical engineering with regulatory compliance, this course equips senior officers and shore-side managers with the expertise needed to conduct zero-leakage and zero-incident tanker operations.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the primary updates and requirements of ISGOTT Version 6.
  2. Manage gas carrier operations in accordance with SIGTTO guidelines.
  3. Utilize "Inert Gas Systems" (IGS) to maintain a safe tank atmosphere.
  4. Execute safe "Closed Loading" and "Closed Sampling" procedures.
  5. Manage the cryogenic risks and "BOG" handling for LNG vessels.
  6. Implement robust "Crude Oil Washing" (COW) and tank cleaning plans.
  7. Conduct comprehensive risk assessments for Ship-to-Ship (STS) transfers.
  8. Oversee the operation of high-velocity pressure/vacuum (P/V) valves.
  9. Manage the hazards associated with Hydrogen Sulphide (H2S) and Benzene.
  10. Implement the "Permit-to-Work" system for hazardous tanker tasks.
  11. Execute emergency response procedures for fire and cargo spills.
  12. Audit the vessel’s compliance with the "Tanker Management and Self-Assessment" (TMSA).
  13. Lead the bridge and deck teams in safe cargo handling and berthing.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
