COURSE OVERVIEW:
Oil and Gas Marine Terminals: Operation, Management and Safety is a comprehensive program designed for professionals responsible for the high-stakes interface between land-based storage and marine transport. This course examines the technical architecture of modern terminals, including jetty structures, loading arms, manifold systems, and vapor recovery units. It provides a strategic framework for managing the throughput of volatile hydrocarbons while maintaining strict adherence to international commercial and environmental standards.
The scope of this training involves the detailed analysis of the "Ship-to-Shore" interface, focusing on the legal and operational responsibilities of the Terminal Representative. Participants will explore the mechanics of custody transfer, including tank gauging, metering systems, and the documentation required for the Bill of Lading and Certificate of Quality. The program emphasizes the integration of advanced safety systems, such as Emergency Shutdown (ESD) protocols and Fire and Gas (F and G) detection networks, to prevent catastrophic incidents.
Coverage includes the regulatory mandates of ISGOTT and the implementation of the Terminal Management and Self-Assessment (TMSA) framework. The course addresses the complexities of multi-product handling, the management of slops and ballast water, and the logistical coordination of vessel scheduling and pilotage. By focusing on operational excellence and risk mitigation, this course equips terminal managers with the expertise needed to run a safe, efficient, and compliant maritime facility.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Identify the core technical components and layout of an oil and gas marine terminal.
- Manage the "Ship-to-Shore" interface in compliance with ISGOTT and SIGTTO.
- Oversee the operation and maintenance of Marine Loading Arms (MLAs).
- Implement robust Emergency Shutdown (ESD) and fire protection strategies.
- Execute accurate custody transfer procedures using metering and gauging.
- Conduct comprehensive "Ship-Shore Safety Checklist" (SSSCL) audits.
- Manage terminal traffic, berthing priorities, and vessel scheduling.
- Utilize Vapor Recovery Systems (VRS) to minimize atmospheric emissions.
- Implement the Terminal Management and Self-Assessment (TMSA) framework.
- Oversee the handling of hazardous "Slops" and oily water separators.
- Develop and test Terminal Emergency Response Plans (TERP).
- Audit terminal operations for environmental and safety compliance.
- Lead the coordination between terminal staff, port authorities, and vessel crews.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
