COURSE OVERVIEW:

Navigating Technical Bids and Evaluation in Offshore Structural Engineering is a high-level strategic course designed to manage the complex procurement lifecycle of multi-million dollar offshore assets. This course examines the critical intersection between engineering precision and commercial viability, focusing on the development of robust Invitation to Tender (ITT) documents. It provides a technical framework for translating structural requirements into clear, measurable specifications that minimize ambiguity and future variations.

 

The scope of this training involves a deep dive into the technical evaluation process, where competing engineering designs are assessed for compliance with international codes such as API, ISO, and AISC. Participants will explore the mechanics of weight control, fabrication feasibility, and installation methodologies as key performance indicators during the bid phase. The program emphasizes the importance of a transparent "Scoring Matrix" and the technical audit of a contractor's engineering capabilities and resource availability.

 

Coverage includes the management of technical queries (TQs), the assessment of project risks, and the evaluation of proprietary offshore technologies. The course addresses the nuances of "Life-Cycle Costing" versus "Initial CAPEX," ensuring that the selected bid offers long-term structural integrity and ease of maintenance. By focusing on objective engineering metrics, this course equips project managers and lead engineers with the expertise needed to select the most technically competent partners for offshore developments.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Define the essential components of a technical bid package for offshore structures.
  2. Develop comprehensive Technical Specifications and Scopes of Work (SOW).
  3. Design objective technical evaluation criteria and weighted scoring systems.
  4. Evaluate contractor compliance with offshore design codes (API, ISO, NORSOK).
  5. Conduct technical audits of fabrication yards and engineering software capabilities.
  6. Analyze weight control reports and their impact on offshore installation costs.
  7. Assess the feasibility of proposed transportation and installation (T and I) methods.
  8. Manage the Technical Query (TQ) process during the bid clarification phase.
  9. Evaluate the technical qualifications of key personnel and subcontractors.
  10. Identify "Technical Red Flags" in engineering proposals and schedule logic.
  11. Compare competing structural designs for long-term reliability and durability.
  12. Utilize "Total Cost of Ownership" models in technical bid comparisons.
  13. Lead a multi-disciplinary technical evaluation team through to final selection.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
