COURSE OVERVIEW:
The Mooring Master for Oil and Gas Terminals course is an elite training program designed for senior maritime professionals who oversee high-consequence berthing operations. This course examines the critical role of the Mooring Master in bridging the gap between the vessel bridge team and the shore-side management. It provides a detailed analysis of various operational environments, ranging from fixed jetty structures and sea islands to offshore Single Point Moorings (SPM) and Ship-to-Ship (STS) transfers.
The scope of this training involves the mastery of maneuvering large tankers in restricted waters and the management of multi-vessel coordination. Participants will explore the technicalities of hydrodynamic interaction, the use of specialized fendering systems, and the precise control of tug assistance. The program emphasizes the leadership and decision-making skills required to abort operations when environmental or technical safety limits are exceeded.
Coverage includes the legal and insurance frameworks governing Mooring Master liabilities, alongside the regulatory requirements of ISGOTT and OCIMF. The course addresses the specific safety challenges of volatile cargo handling and the integration of emergency response protocols between the ship and terminal. By combining advanced ship-handling theory with terminal management, this course equips participants with the expertise needed to ensure the safe and efficient turnaround of tankers in any terminal configuration.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Define the roles, responsibilities, and legal liabilities of a Mooring Master.
- Maneuver large tankers for safe berthing at jetties and sea islands.
- Manage the complexities of Ship-to-Ship (STS) mooring and unmooring.
- Execute approach and connection procedures for SPM and CBM systems.
- Coordinate the deployment and positioning of assist tugs.
- Analyze environmental data to determine safe "Operating Windows."
- Utilize Berthing Velocity Monitoring (BVM) systems for safe contact.
- Oversee the connection and safety of cargo transfer equipment.
- Implement the "Ship-Shore Safety Checklist" (ISGOTT) as a lead auditor.
- Manage emergency response and rapid egress during terminal incidents.
- Communicate effectively with vessel masters and terminal control rooms.
- Conduct comprehensive pre-berthing risk assessments and briefings.
- Lead the investigation of mooring-related incidents and near-misses.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
