COURSE OVERVIEW:

The MARPOL Convention course is a technical and regulatory program focused on the International Convention for the Prevention of Pollution from Ships. This course examines the comprehensive legal framework established by the IMO to eliminate intentional pollution and minimize accidental discharge of harmful substances into the marine environment. It provides a detailed analysis of the six technical Annexes that govern oil, chemicals, packaged goods, sewage, garbage, and atmospheric emissions.

 

The scope of this training involves the practical application of MARPOL requirements on board various vessel types, emphasizing the technical operation of pollution prevention equipment. Participants will explore the mechanics of "Oily Water Separators" (OWS), "Sewage Treatment Plants," and "Exhaust Gas Cleaning Systems" (Scrubbers). The program highlights the critical importance of accurate record-keeping, including the "Oil Record Book," and the legal consequences of non-compliance during Port State Control inspections.

 

Coverage includes the designation of "Special Areas" and "Particularly Sensitive Sea Areas" (PSSAs) where stricter discharge standards apply. The course addresses the management of "Ship-to-Shore" waste delivery, the requirements for "SOPEP" and "SMPEP" plans, and the evolving regulations regarding "Greenhouse Gas" (GHG) emissions and the "Carbon Intensity Indicator" (CII). By focusing on both technical readiness and regulatory adherence, this course equips maritime professionals with the expertise needed to ensure "Zero Pollution" operations.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the structure and purpose of the MARPOL 73/78 Convention.
  2. Implement the discharge requirements for Oil under Annex I.
  3. Manage the transport of Noxious Liquid Substances as per Annex II.
  4. Oversee the packaging and documentation of Harmful Substances (Annex III).
  5. Operate and maintain Sewage Treatment Plants in compliance with Annex IV.
  6. Manage the "Garbage Management Plan" and Record Book (Annex V).
  7. Ensure compliance with Air Pollution and Fuel Sulphur limits (Annex VI).
  8. Maintain accurate and legally defensible "Oil Record Books" (Part I and II).
  9. Define the discharge limits for "Special Areas" across all Annexes.
  10. Execute the requirements of the Shipboard Oil Pollution Emergency Plan (SOPEP).
  11. Prepare for Port State Control (PSC) inspections related to MARPOL.
  12. Utilize "Oily Water Separators" and "15ppm Bilge Alarms" correctly.
  13. Monitor and report GHG emissions and vessel energy efficiency data.

Masters, Deck and Engine Officers, Technical Superintendents, DPA, and Environmental Officers.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
