COURSE OVERVIEW:

Maritime Security Risk Assessment and Mitigation is a high-level strategic program designed to protect maritime assets from evolving global threats. This course examines the methodologies for identifying vulnerabilities in ships, ports, and offshore facilities, focusing on threats such as piracy, terrorism, smuggling, and cyber-interference. It provides a technical framework for applying the International Ship and Port Facility Security (ISPS) Code as a baseline for a comprehensive security posture.

 

The scope of this training involves the detailed execution of "Ship Security Assessments" (SSA) and "Port Facility Security Assessments" (PFSA). Participants will explore the use of the "Threat-Vulnerability-Consequence" model to quantify risk and prioritize the implementation of physical and procedural "Mitigation Measures." The program emphasizes the role of intelligence gathering, situational awareness, and the coordination between Ship Security Officers (SSO) and Port Facility Security Officers (PFSO).

 

Coverage includes the evaluation of security technology, such as long-range acoustic devices, thermal imaging, and biometric access control. The course addresses the human element of security, including the management of the "Insider Threat" and the training of crew in defensive tactics. By blending regulatory compliance with advanced risk management techniques, this course equips maritime security professionals with the expertise needed to safeguard people, cargo, and infrastructure in an increasingly volatile environment.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Conduct a formal Ship or Port Facility Security Assessment (SSA/PFSA).
  2. Identify and categorize maritime security threats and "Adversary" profiles.
  3. Implement the requirements of the ISPS Code and the MTSA.
  4. Utilize risk matrices to prioritize security resource allocation.
  5. Design multi-layered physical security "Hardening" strategies.
  6. Evaluate the effectiveness of electronic surveillance and detection systems.
  7. Manage the security of "Restricted Areas" and "Access Control" points.
  8. Develop and test "Ship Security Plans" and "Port Facility Security Plans."
  9. Coordinate effectively with national and international security forces.
  10. Mitigate the risks of "Cyber-Piracy" and attacks on navigational systems.
  11. Conduct security drills and exercises to verify operational readiness.
  12. Manage the vetting of security personnel and third-party contractors.
  13. Lead the "Crisis Management" response to a security incident or breach.


TARGET AUDIENCE:  

Company Security Officers (CSO), Port Facility Security Officers (PFSO), Ship Security Officers (SSO), and Maritime Security Consultants.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
