COURSE OVERVIEW:

Marine Personnel Safe Transfer Operations (Offshore) is a specialized safety program focused on the high-risk activity of moving personnel between vessels and offshore installations. This course examines the various methodologies used in the industry, including swing ropes, personnel transfer baskets, "Walk-to-Work" motion-compensated gangways, and helicopter hoists. It provides a technical analysis of the physical forces at play, such as vessel heave and surge, and the engineering controls required to mitigate the risk of falls or crushing injuries.

 

The scope of this training involves a detailed look at the operational planning and risk assessment necessary for every transfer event. Participants will explore the limitations imposed by environmental conditions, the technical specifications of transfer equipment, and the critical role of the "Transfer Supervisor" on both the vessel and the offshore asset. The program emphasizes the importance of clear communication protocols and the "Stop Work Authority" when conditions exceed safety envelopes.

 

Coverage includes the regulatory requirements set by the International Marine Contractors Association (IMCA) and offshore operators' best practices. The course addresses the inspection and maintenance of transfer hardware, the training and physical fitness requirements for personnel, and the emergency response procedures for man-overboard or medical evacuation scenarios. By focusing on the synergy between mechanical reliability and operational discipline, this course equips participants with the expertise needed to manage zero-incident transfer campaigns.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Identify the primary methods of offshore personnel transfer and their specific risks.
  2. Determine safe operational limits based on sea state, wind, and visibility.
  3. Conduct comprehensive Task Risk Assessments (TRA) for transfer operations.
  4. Oversee the safe use of personnel transfer baskets and capsules (e.g., Billy Pugh, Frog).
  5. Manage the technical operation of motion-compensated "Walk-to-Work" gangways.
  6. Implement standardized boat landing and swing rope safety protocols.
  7. Execute effective "Toolbox Talks" focused on transfer hazards and PPE.
  8. Verify the certification and maintenance status of all transfer equipment.
  9. Coordinate communications between the vessel bridge, deck, and installation.
  10. Manage the boarding and disembarkation of personnel in varied weather.
  11. Implement "Duty of Care" responsibilities for passengers and crew.
  12. Lead the emergency response and recovery procedures for man-overboard.
  13. Audit transfer operations for compliance with IMCA and industry guidelines.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
