COURSE OVERVIEW:
Marine Emergency Response: Roles, Communications and Coordination is a high-level strategic program designed to prepare maritime leaders for the chaos of a major shipboard or terminal incident. This course examines the critical first moments of an emergency, focusing on the rapid transition from routine operations to a structured crisis management posture. It provides a technical framework for the deployment of the Incident Command System (ICS) in a maritime context, ensuring that every participant understands their specific function within the emergency organization.
The scope of this training involves a detailed analysis of the command structure required for fires, collisions, groundings, and hazardous material releases. Participants will explore the psychological aspects of leadership under pressure, the technical requirements of emergency stability, and the legal mandates for notification. The program emphasizes the vital link between the vessel’s Emergency Response Team and the shore-based Crisis Management Team (CMT), highlighting the coordination necessary to manage external stakeholders and media.
Coverage includes the mastery of emergency communication protocols, the use of Decision Support Systems, and the integration of third-party responders such as tugs and salvage masters. The course addresses the complexities of multi-agency coordination, involving Coast Guards, Port Authorities, and environmental agencies. By focusing on the synergy between clear roles and robust communication, this course equips senior professionals with the expertise needed to minimize loss of life, environmental damage, and asset destruction during a maritime catastrophe.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Define the organizational structure of a maritime Incident Command System.
- Identify the specific roles and responsibilities of the Emergency Response Team.
- Execute rapid and accurate emergency notifications to all relevant authorities.
- Manage the "Golden Hour" of an emergency through prioritized decision-making.
- Coordinate with shore-based Crisis Management Teams for technical support.
- Implement effective communication bridges between the bridge and the scene.
- Oversee the interaction with Search and Rescue (SAR) assets and helicopters.
- Manage external communications with media, families, and stakeholders.
- Utilize emergency stability software and technical advice services.
- Coordinate salvage and firefighting assistance from third-party contractors.
- Execute muster and evacuation procedures under extreme stress.
- Conduct post-incident debriefings and "Lessons Learned" analysis.
- Lead the transition from emergency response to recovery and investigation.

Masters, Chief Officers, DPA, Emergency Response Managers, Terminal Managers, and Crisis Coordinators.
TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
