COURSE OVERVIEW:

Marine Communication and Coordination Compliance Training is a critical program designed to ensure that maritime personnel adhere to the complex regulatory frameworks governing information exchange at sea. This course examines the legal requirements established by the International Maritime Organization (IMO) through the SOLAS convention and the Radio Regulations of the International Telecommunication Union (ITU). It provides a technical foundation for the operation of the Global Maritime Distress and Safety System (GMDSS) and the standardized protocols required for ship-to-ship and ship-to-shore interactions.

 

The scope of this training involves the mastery of Standard Marine Communication Phrases (SMCP) to eliminate linguistic ambiguity in a multicultural industry. Participants will explore the technical maintenance of communication hardware, the legalities of maintaining radio logs, and the specific compliance requirements for Vessel Traffic Services (VTS) reporting. The program emphasizes the role of effective coordination in preventing collisions and managing traffic flow in congested waterways and environmentally sensitive areas.

 

Coverage includes the regulatory aspects of satellite communications, AIS data integrity, and the legal implications of non-compliance during inspections by Port State Control. The course addresses the coordination of pilotage, tug assistance, and terminal operations, ensuring that all parties operate within a unified communication framework. By focusing on both technical proficiency and regulatory adherence, this course equips maritime professionals with the expertise needed to maintain safety and compliance through superior communication.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the mandatory communication requirements under SOLAS Chapter IV.
  2. Demonstrate proficiency in the use of IMO Standard Marine Communication Phrases.
  3. Manage the technical operation and testing of GMDSS equipment suites.
  4. Execute compliant reporting procedures for Vessel Traffic Services (VTS).
  5. Maintain accurate and legally defensible radio and communication logs.
  6. Coordinate ship maneuvers effectively with pilots and tug boat operators.
  7. Identify the legal penalties associated with radio regulation non-compliance.
  8. Manage AIS data settings to ensure accurate vessel identification and tracking.
  9. Execute priority communication protocols for distress, urgency, and safety.
  10. Coordinate with Port Authorities regarding arrival and departure documentation.
  11. Troubleshoot common faults in satellite and terrestrial radio systems.
  12. Implement cybersecurity best practices for maritime communication networks.
  13. Audit onboard communication procedures for compliance with international standards.

Deck Officers, Vessel Traffic Operators, Marine Superintendents, Port Authority Staff, and Communication Officers.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
