COURSE OVERVIEW:
The Introduction to the Best Management Practices to Deter Piracy and Enhance Maritime Security course is a critical defensive program designed to protect ships and crews from criminal activity in high-risk areas. This course examines the industry-standard Best Management Practices (BMP), currently in its fifth version, which provides a framework for risk assessment and ship hardening. It provides a technical overview of the physical and operational measures required to minimize the vulnerability of a vessel during transit through piracy-prone regions.
The scope of this training involves the detailed analysis of the High Risk Area (HRA) and the reporting requirements to organizations like MSCHOA and UKMTO. Participants will explore various ship protection measures, including the installation of razor wire, water spray systems, and the construction of a secure "Citadel." The program emphasizes the importance of the "Human Element," focusing on lookout procedures, crew drills, and the psychological preparation needed to withstand an attempted boarding or hijacking.
Coverage includes the legalities surrounding the use of Armed Guards (PCASP) and the international regulations governing maritime security. The course addresses the specific tactics used by pirates, such as the use of skiffs and mother ships, and provides guidance on maneuvering techniques to deter attack. By providing a comprehensive introduction to these survival strategies, this course equips seafarers and shore staff with the expertise to navigate dangerous waters safely and maintain the security of global supply chains.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Identify the core principles and purpose of BMP5.
- Define the geographic boundaries of the High Risk Area (HRA).
- Conduct a pre-transit piracy risk assessment for any vessel type.
- Implement physical ship hardening measures including razor wire.
- Manage the reporting protocols for UKMTO and MSCHOA.
- Design and equip a functional shipboard Citadel for crew protection.
- Execute emergency drills for piracy and unauthorized boarding.
- Identify suspicious behavior and pirate "Mother Ship" indicators.
- Utilize water spray systems and monitors to deter boarders.
- Explain the role and legal constraints of armed security teams.
- Manage bridge procedures and lookouts during HRA transits.
- Execute evasive maneuvering tactics to prevent pirate boarding.
- Respond correctly to a successful boarding and military intervention.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
