COURSE OVERVIEW:

The Introduction to SIRE 2.0 course is a specialized program designed to transition the maritime industry from traditional paper-based inspections to a sophisticated, digitalized risk assessment framework. This course examines the latest iteration of the Ship Inspection Report Program (SIRE) developed by the Oil Companies International Marine Forum (OCIMF). It provides a technical analysis of how the new regime moves beyond simple physical checklists to evaluate human factors, equipment reliability, and procedural compliance through a tablet-based inspection system.

 

The scope of this training involves the detailed study of the SIRE 2.0 Question Library, which utilizes a risk-based approach to categorize questions into Core, Rotational, and Campaign sets. Participants will explore the role of the "Human Element" in vessel vetting, focusing on how inspectors now evaluate the competency and psychological readiness of the crew. The program emphasizes the use of objective evidence, including photographs and supporting documentation, which are now mandatory components of the digital report submitted to vetting departments.

 

Coverage includes the pre-inspection preparation, the tablet-driven inspection process, and the post-inspection response phase. The course addresses the standardized scoring system and how "Observations" are generated based on the severity of the non-conformance. By providing a comprehensive guide to this transformative vetting tool, this course equips ship officers, technical managers, and vetting specialists with the expertise to navigate the high standards of modern tanker quality assurance.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Explain the fundamental differences between SIRE VIQ7 and SIRE 2.0.
  2. Navigate the OCIMF SIRE 2.0 Question Library and its hierarchy.
  3. Understand the "Human Factors" approach to vessel inspections.
  4. Prepare the vessel and crew for a tablet-based vetting inspection.
  5. Identify the roles of Core, Rotational, and Campaign questions.
  6. Utilize the CVIQ (Compiled Vessel Inspection Questionnaire) effectively.
  7. Provide objective evidence, including high-quality photographic proof.
  8. Explain the "Performance, Process, and Perspective" assessment criteria.
  9. Conduct internal mock inspections using the SIRE 2.0 methodology.
  10. Manage the post-inspection response and root cause analysis.
  11. Interpret the technical requirements for hardware and software in SIRE 2.0.
  12. Align the Safety Management System (SMS) with SIRE 2.0 expectations.
  13. Drive continuous improvement through data-driven vetting analytics.

Ship Captains, Chief Officers, Chief Engineers, Technical Superintendents, Vetting Managers, and Quality Assurance Officers.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
