COURSE OVERVIEW:

The Introduction to Maritime Labour Convention (MLC) Implementation and Compliance course is a comprehensive regulatory program designed to ensure the fair treatment and well-being of seafarers globally. This course examines the Maritime Labour Convention 2006, often referred to as the "Seafarers' Bill of Rights," which establishes minimum working and living standards for all personnel serving on ships. It provides a detailed roadmap for shipowners, operators, and manning agencies to achieve and maintain legal compliance under the mandate of the International Labour Organization (ILO).

 

The scope of this training involves the detailed analysis of the five titles of the MLC, covering recruitment, conditions of employment, accommodation, health protection, and social security. Participants will explore the technical requirements for the Declaration of Maritime Labour Compliance (DMLC) Parts I and II, focusing on how to document shipboard procedures that meet national and international standards. The program emphasizes the practicalities of managing seafarer grievances and the rigorous inspection regimes conducted by Port State Control.

 

Coverage includes the documentation of work and rest hours, medical certification, and the mandatory financial security for cases of abandonment or long-term disability. The course addresses the role of the shipboard management team in fostering a safe and respectful living environment that prevents harassment and fatigue. By bridging the gap between high-level labor law and daily vessel operations, this course equips maritime professionals with the expertise to protect their human capital while ensuring uninterrupted global trade.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Identify the core principles and structure of the Maritime Labour Convention 2006.
  2. Navigate the requirements for Seafarer Employment Agreements (SEA).
  3. Prepare the documentation for DMLC Part I and Part II certifications.
  4. Implement mandatory standards for seafarer recruitment and placement services.
  5. Monitor and record hours of work and rest to prevent crew fatigue.
  6. Manage shipboard medical care and health protection protocols.
  7. Oversee the standards for onboard accommodation, food, and catering.
  8. Establish effective shipboard grievance procedures for all crew members.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
