COURSE OVERVIEW:
The Introduction to ISPS Code, SSO and PFSO Roles and Responsibilities course is a fundamental security program designed to safeguard the maritime industry against terrorism, piracy, and criminal activity. This course examines the International Ship and Port Facility Security (ISPS) Code, providing a clear explanation of its mandatory requirements under the SOLAS Convention. It provides a technical overview of how ships and ports coordinate to detect and prevent security threats through structured planning and assessment.
The scope of this training involves the detailed analysis of the roles of the Ship Security Officer (SSO) and the Port Facility Security Officer (PFSO). Participants will explore the development of Ship Security Plans (SSP) and Port Facility Security Plans (PFSP), focusing on how risk assessments are translated into operational security measures. The program emphasizes the importance of Security Levels 1, 2, and 3, and the specific actions required at each level to maintain a secure maritime environment.
Coverage includes the use of security equipment such as AIS, surveillance systems, and access control technology. The course addresses the legal requirement for security drills, exercises, and the Declaration of Security (DoS) between ships and shore. By providing a comprehensive introduction to maritime security management, this course equips participants with the expertise to fulfill their duties in protecting personnel, cargo, and infrastructure from global security risks.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Identify the background and legal status of the ISPS Code.
- Define the primary duties of the Ship Security Officer (SSO).
- Define the primary duties of the Port Facility Security Officer (PFSO).
- Explain the role of the Company Security Officer (CSO).
- Interpret the requirements for Security Levels 1, 2, and 3.
- Participate in conducting a Maritime Security Assessment.
- Understand the structure of Ship and Port Facility Security Plans.
- Execute access control and search procedures for personnel and baggage.
- Utilize the Declaration of Security (DoS) for ship-to-shore coordination.
- Identify and respond to suspicious behavior and potential threats.
- Perform basic checks on security equipment and surveillance systems.
- Coordinate security drills and maintain accurate security records.
- Communicate security-related information using standard maritime protocols.

Aspiring Ship Security Officers, Port Security Staff, Junior Deck Officers, Terminal Supervisors, and Maritime Administrators.
TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
