COURSE OVERVIEW:
The Introduction to ISGOTT and SIGTTO Guidelines for Oil and Gas Terminals course is a foundational safety program designed for personnel involved in the transfer of hydrocarbons between ships and shore. This course examines the industry-standard safety manuals: the International Safety Guide for Oil Tankers and Terminals (ISGOTT) and the Society of International Gas Tanker and Terminal Operators (SIGTTO) guidelines. It provides a clear understanding of the best practices required to prevent fire, explosions, and pollution during terminal operations.
The scope of this training involves a detailed walkthrough of the Ship/Shore Safety Checklist and the technical requirements for cargo handling systems. Participants will explore the principles of static electricity, pressure management, and the hazards associated with toxic gases like H2S. The program emphasizes the shared responsibility between the tanker crew and terminal staff, ensuring that all safety protocols are synchronized before any transfer begins.
Coverage includes the operational procedures for oil, LPG, and LNG terminals, focusing on the specific differences in handling liquid and gaseous cargoes. The course addresses the importance of emergency shutdown systems (ESD), venting protocols, and the use of appropriate Personal Protective Equipment. By providing a comprehensive overview of these global standards, this course equips participants with the essential knowledge to conduct safe and efficient terminal operations in compliance with international industry expectations.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Identify the core purpose and structure of the ISGOTT and SIGTTO manuals.
- Complete the Ship/Shore Safety Checklist according to ISGOTT Version 6.
- Explain the hazards associated with petroleum and gas cargoes.
- Implement static electricity precautions during loading and discharging.
- Manage the risks of toxic gases (H2S and Benzene) in the terminal area.
- Oversee the connection and disconnection of loading arms and hoses.
- Understand the operational logic of Emergency Shutdown (ESD) systems.
- Execute safe venting and pressure relief procedures for tankers.
- Implement "Permit to Work" systems in accordance with ISGOTT.
- Coordinate communication between the Terminal Control Room and the Ship.
- Manage the safety of "Ship-to-Ship" (STS) transfer operations.
- Utilize appropriate gas detection and monitoring equipment.
- Respond effectively to fire and spill emergencies at the terminal interface.
TARGET AUDIENCE:
Terminal Operators, Junior Deck Officers, Jetty Supervisors, Safety Officers, and Loading Masters.
TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
