COURSE OVERVIEW:
The OPRC Level 3 course is a high-level strategic program designed for senior executives, government administrators, and policy makers responsible for national or corporate oil spill preparedness. This course examines the legal, political, and financial frameworks that underpin a robust response capability. It provides a comprehensive analysis of the responsibilities associated with ratifying international conventions and maintaining a National Contingency Plan (NCP).
The scope of this training involves the strategic management of high-consequence maritime incidents that transcend local or regional capabilities. Participants will explore the mechanisms for international cooperation, including the mobilization of Tier 3 global resources and the role of the IMO in major disasters. The program emphasizes the importance of policy development, sustainable funding for preparedness, and the integration of environmental protection into the national maritime strategy.
Coverage includes the high-level management of political and public expectations during a national crisis. The course addresses the complexities of international liability and compensation regimes, focusing on the protection of national interests and the environment. By providing a strategic overview of the global oil spill response network, this course equips senior managers with the expertise to lead their organizations or nations through the most challenging environmental emergencies.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Explain the strategic requirements of the OPRC 1990 Convention.
- Oversee the development and maintenance of a National Contingency Plan (NCP).
- Evaluate the adequacy of national and regional response resources.
- Navigate the international liability and compensation regimes (CLC and Fund).
- Lead high-level coordination between government ministries and industry.
- Manage the political and diplomatic aspects of a transboundary oil spill.
- Approve the strategic direction of a Tier 3 response operation.
- Ensure the sustainable funding of oil spill preparedness programs.
- Communicate effectively with the highest levels of government and the media.
- Integrate environmental risk into national maritime policy.
- Understand the role of regional agreements and international mutual aid.
- Lead the post-incident strategic review and policy update process.
- Advocate for the ratification of relevant IMO environmental conventions.

Government Ministers, Directors of Maritime Authorities, CEOs of Oil Companies, Port Directors, and National Emergency Managers.
TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
