IMO Model Training Course on Oil Pollution Preparedness, Response and Co-operation (OPRC) Level 2 Supervisors and On-Scene Commanders (Tactical)

COURSE OVERVIEW:

The OPRC Level 2 course is a tactical management program designed for individuals who will supervise oil spill response operations or act as On-Scene Commanders (OSC). This course examines the complexities of coordinating multiple response teams, managing resources, and making critical decisions during a Tier 2 maritime pollution incident. It provides the technical and leadership framework required to transition from basic containment to a large-scale, integrated response.

 

The scope of this training involves the development and execution of Incident Action Plans (IAP) based on real-time spill modeling and environmental data. Participants will explore the Net Environmental Benefit Analysis (NEBA) / Spill Impact Mitigation Assessment (SIMA) process to determine the most effective response strategies. The program emphasizes the management of logistics, the coordination of sea and air assets, and the integration of specialized contractors into the response structure.

 

Coverage includes the legal and financial aspects of spill management, focusing on cost tracking and the documentation required for international compensation claims. The course addresses the importance of media relations and stakeholder communication during a crisis. By combining tactical expertise with incident command theory, this course equips supervisors with the competence to lead a safe, efficient, and environmentally sound response to significant oil pollution events.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  1. Assume the role of On-Scene Commander (OSC) in a Tier 2 oil spill.
  2. Develop a tactical Incident Action Plan (IAP) for various spill scenarios.
  3. Apply Net Environmental Benefit Analysis (NEBA) to select response options.
  4. Coordinate the deployment of air, sea, and land-based response assets.
  5. Manage the logistics and supply chain for a prolonged spill operation.
  6. Interpret oil spill trajectory models and environmental sensitivity maps.
  7. Implement an Incident Command System (ICS) for structured management.
  8. Oversee the health and safety of multiple response teams.
  9. Manage the financial tracking and documentation for claims and recovery.
  10. Lead briefings and coordinate with government and industry stakeholders.
  11. Handle media inquiries and provide accurate public information.
  12. Supervise large-scale shoreline assessment (SCAT) and cleanup operations.
  13. Execute the transition from emergency response to project termination.


TARGET AUDIENCE:  

Marine Superintendents, Port Managers, Coast Guard Officers, HSE Managers, and Senior Oil Spill Response Technicians.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
