COURSE OVERVIEW:
The Fundamentals of Marine Safety Implementation and Emergency Response at Ports course is a strategic safety program designed to fortify the security and operational resilience of harbor facilities. This course examines the integration of international safety standards, such as the ISM and ISPS Codes, into the daily workflow of a busy port environment. It provides a detailed analysis of the hazard landscape, ranging from industrial accidents and cargo fires to environmental spills and security breaches.
The scope of this training involves the practical application of Risk Assessment and Permit-to-Work systems specifically tailored for the port-ship interface. Participants will explore the methodology for developing a Port Emergency Plan (PEP) that coordinates the efforts of fire services, medical teams, and marine units. The program emphasizes the importance of situational awareness, focusing on how early detection and standardized communication can prevent a minor incident from escalating into a port-wide disaster.
Coverage includes the technical aspects of emergency response equipment, such as fire monitors, spill booms, and evacuation systems. The course addresses the legal and regulatory obligations of port authorities to maintain a safe working environment for staff, contractors, and visiting seafarers. By bridging the gap between safety theory and emergency execution, this course equips port officers and HSE managers with the expertise to lead a proactive safety culture and a decisive emergency response team.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Identify the primary maritime and industrial hazards within a port facility.
- Implement safety standards in accordance with the ISPS and ISM Codes.
- Execute formal Risk Assessments for high-risk port activities.
- Develop and update the Port Emergency Plan (PEP).
- Coordinate the roles of different emergency stakeholders (Police, Fire, Medical).
- Utilize various fire suppression systems and marine firefighting equipment.
- Manage oil spill response using booms, skimmers, and absorbents.
- Implement "Permit-to-Work" systems for Hot Work and Confined Spaces.
- Execute port-wide evacuation procedures and muster protocols.
- Manage the safety of dangerous goods storage in terminal areas.
- Conduct safety audits and inspections of port equipment and jetties.
- Lead incident investigations and formulate "Lessons Learned" reports.
- Communicate effectively during emergencies using standard protocols.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
