COURSE OVERVIEW:
Gas Infrastructure Monetization, Structuring, Financing, and Regulation is a strategic program designed for energy professionals tasked with the commercial delivery of large-scale gas projects. The global shift toward natural gas as a transition fuel has created a massive demand for infrastructure, yet these projects often face complex hurdles in bankability, cross-border regulation, and fiscal structuring. This course provides a masterclass in navigating the "Gas Value Chain" from the wellhead to the end-user—focusing on how to monetize gas resources effectively.
The scope of this training includes an in-depth analysis of various monetization pathways, including Liquefied Natural Gas (LNG), Gas-to-Power, Gas-to-Liquids (GTL), and Pipeline Export. Participants will explore the financial "Structuring" of these assets, examining how to utilize Special Purpose Vehicles (SPVs) and Ring-Fencing to lower the cost of capital. The curriculum provides a detailed look at the current financing landscape, including Non-Recourse Project Finance, Green Bonds, and the role of Multilateral Development Banks (MDBs).
Coverage also emphasizes the critical role of the Regulatory Framework. Attendees will examine tariff-setting mechanisms, Third-Party Access (TPA) rules, and the impact of the Energy Transition on long-term gas contracts. By integrating technical infrastructure knowledge with advanced financial and legal strategies, this course empowers participants to structure gas projects that are resilient to market volatility and attractive to global institutional investors.
COURSE OBJECTIVES:
After completion of this course, the participants will be able to:
- Evaluate different gas monetization pathways (LNG, Pipelines, GTL, CNG).
- Select the optimal commercial structure (Tolling vs. Integrated) for a gas project.
- Analyze the risk-reward profile of Gas-to-Power infrastructure projects.
- Structure financing using debt-equity ratios, mezzanine finance, and export credits.
- Implement "Ring-Fencing" and SPV models to attract low-cost funding.
- Navigate the regulatory requirements for Third-Party Access (TPA) to pipelines.
- Design gas tariff models (Rate-of-Return vs. Price Cap) for regulated networks.
- Draft and negotiate key project agreements: Gas Sales Agreements (GSA) and JOAs.
- Assess the impact of ESG (Environmental, Social, and Governance) on gas financing.
- Utilize AI and digital tools for gas market forecasting and project optimization.
- Develop "Carbon Neutral" gas infrastructure strategies (CCS integration).
- Manage cross-border regulatory conflicts in regional gas pipeline projects.
- Implement "In-Country Value" (ICV) programs within infrastructure contracts.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximise the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
