Turnaround Scope Development, Risk Review, and Freeze Management

COURSE OVERVIEW:

The fundamental meaning of this course is the rigorous control of the "Front-End" of the turnaround process, where the foundation for success or failure is built. Scope creep is the primary driver of cost overruns and schedule delays in plant outages. This course focuses on the discipline of "Scope Selection," ensuring that only work that must be done during a shutdown is included, while utilizing a "Risk-Based" approach to justify every hour of labor and every dollar of material.

 

The scope of this training involves the technical "Scope Capture" process, the multidisciplinary "Scope Challenge" sessions, and the implementation of a "Freeze Date" policy. Participants will examine the "Risk Review" process, which evaluates the consequence of not performing a specific task against the risk of performing it during the turnaround. The curriculum emphasizes the "Freeze Management" protocol, which establishes a high-level approval barrier for any late additions to the scope, protecting the integrity of the planning and procurement cycle.

 

Coverage includes the integration of "Reliability Centered Maintenance" (RCM) and "Risk-Based Inspection" (RBI) results into the scope, the management of "Capital Projects" within the shutdown, and the development of a "Pre-Turnaround Scope" list. Attendees will explore how to communicate the "Frozen Scope" to all stakeholders and how to manage the "Discovery" window once the plant is opened. By the end of this program, participants will be able to design a robust scope management system that prevents unplanned growth and ensures a predictable turnaround outcome.

  • Facilitate a "Scope Challenge" workshop to filter non-essential work.
  • Implement a "Risk-Based" justification process for every scope item.
  • Define "Primary" and "Secondary" scope categories for prioritization.
  • Establish a "Scope Freeze Date" and a rigorous "Change Control" policy.
  • Integrate "Inspection Findings" and "RBI" data into the scope list.
  • Manage the "Capital Project Interface" within the turnaround window.
  • Identify "Pre-Turnaround" work to reduce the critical path duration.
  • Conduct "Technical Risk Reviews" for complex maintenance interventions.
  • Utilize "Decision Logic" to defer work to "On-Stream" or the next TAR.
  • Document the "Approved Scope" in the CMMS for detailed planning.
  • Manage "Stakeholder Expectations" regarding scope limits and freezes.

TRAINING COURSE METHODOLOGY:

The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.
