COURSE OVERVIEW:

The fundamental meaning of this course is the effective oversight and coordination of external labor forces during a major plant turnaround (TAR). Since the majority of work during a turnaround is performed by contractors, the facility's success depends on the ability to manage these temporary resources for safety, quality, and productivity. This course focuses on the "Contractor-Owner Interface," ensuring that expectations are clear and that field execution is strictly controlled against the master schedule.

 

The scope of this training involves the end-to-end contractor lifecycle, from "Pre-Qualification" and "Tender Review" to field "Supervision" and "Demobilization." Participants will examine the specific tools for "Execution Control," such as progress checking, safety auditing, and delay management. The curriculum emphasizes the "Productivity" aspect, teaching attendees how to monitor "Wrench-Time" and remove the logistics bottlenecks that typically hinder contractor performance in a crowded plant environment.

 

Coverage includes the management of "Multiple Tiers" of subcontractors, the implementation of "Incentive Contracts," and the technical "Handover" of work packages. Attendees will explore the use of "Visual Management" and "Daily Coordination Huddles" to keep thousands of workers aligned with the critical path. By the end of this program, participants will be able to manage a large-scale contractor workforce that delivers high-quality work without compromising the shutdown schedule or the site's safety record.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  • Define the core "Contractual Strategies" for turnaround execution (Lump Sum vs. T and M).
  • Conduct "Technical Pre-Qualification" for specialized maintenance contractors.
  • Align contractor "Safety Plans" with the site-wide Turnaround HSE program.
  • Manage "Site Mobilization" and logistics for thousands of temporary workers.
  • Conduct "Work Package Handover" meetings to clarify technical scope.
  • Implement "Field Progress Checking" to verify actual vs. reported work.
  • Utilize "Earned Value" metrics to monitor contractor productivity.
  • Facilitate "Daily Coordination Meetings" with multiple contractor leads.
  • Manage "Contractor Variation Requests" (CVRs) and discovery work impact.
  • Implement a "Quality Audit" program for contractor-executed repairs.
  • Coordinate "Multi-Craft" activities to avoid SIMOPS conflicts.
  • Execute a "Smooth Demobilization" and final contractor performance rating.

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximize the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.
