COURSE OVERVIEW:

In an increasingly complex industrial landscape, the ability to manage third-party service providers and accurately estimate work requirements is a critical competency for maintenance leaders. This course provides a strategic framework for determining which maintenance functions should remain in-house and which are better suited for outsourcing to specialized contractors. It focuses on moving beyond simple labor hire to the development of performance-based contracts that align the incentives of the contractor with the reliability goals of the organization.

 

The scope of this training involves the end-to-end lifecycle of maintenance contracting, from the initial "Make vs. Buy" analysis to the final audit of contractor performance. Participants will explore the various types of contract structures—such as Lump Sum, Time and Materials, and Unit Price—and learn how to draft detailed Scopes of Work (SOW) that minimize ambiguity and prevent costly change orders. The curriculum places a heavy emphasis on the "Estimation" of labor hours, materials, and equipment needs, ensuring that both internal and external work is planned with high precision.

 

Coverage includes the legal and safety implications of managing contractors on-site, including liability, insurance requirements, and safety induction protocols. Attendees will learn how to use benchmarking and historical data to validate contractor quotes and how to implement "Earned Value Management" (EVM) to track project progress. By the end of this course, participants will be equipped with the negotiation and analytical skills required to manage a diverse portfolio of maintenance service providers while maintaining strict control over the maintenance budget and asset integrity.

  • Develop a comprehensive and unambiguous Scope of Work (SOW) document.

  • Evaluate contractor proposals using a multi-criteria scoring matrix.
  • Implement performance-based KPIs within maintenance service contracts.
  • Manage the "Contractor Safety" program to ensure site-wide compliance.
  • Utilize benchmarking to verify the reasonableness of contractor pricing.
  • Negotiate "Service Level Agreements" (SLAs) that protect asset uptime.
  • Monitor contractor productivity using "Work Sampling" and audit techniques.
  • Manage the "Change Order" process to prevent budget overruns.

TRAINING COURSE METHODOLOGY:

The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.
