COURSE OVERVIEW:
The purpose of this course is to provide a strategic and managerial perspective on the operation of oil and gas process facilities with a specific focus on high-stakes measurement. Custody transfer represents the financial "cash register" of a facility, where errors in measurement directly result in significant financial loss or legal disputes. This program addresses the complex coordination required between process operations, maintenance departments, and financial auditors to ensure system integrity.
The scope of this training encompasses the lifecycle management of metering systems, from initial facility design and equipment selection to long-term audit compliance. Participants will explore the regulatory frameworks and international standards that govern custody transfer, focusing on the rigorous documentation and verification protocols required. The curriculum is designed to move beyond the technical aspects of sensors to address the administrative management of uncertainty, contracts, and quality control.
Coverage includes the management of metering skids, the supervision of meter proving operations, and the implementation of robust data security to protect financial records. Attendees will learn how to lead technical teams through complex troubleshooting, manage vendor service contracts, and prepare for third-party fiscal audits. - Interpret complex Sales and Purchase Agreements (SPA) regarding metering.
- Manage the design and commissioning of multi-stream metering skids.
- Supervise the execution of meter proving and master meter verification.
- Implement a comprehensive Metering Management System (MMS).
- Evaluate the performance of different technologies for fiscal measurement.
- Lead a multi-disciplinary team during process facility turnarounds.
- Ensure compliance with international standards such as OIML and API.
- Manage the uncertainty budget for an entire process facility.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximize the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
