COURSE OVERVIEW:
The meaning of strategic energy policy, governance, and regulatory management refers to the high-level framework of laws, incentives, and institutional structures that dictate how energy is produced, distributed, and consumed within a nation or corporation. This course focuses on the complex interplay between government mandates, market forces, and environmental imperatives that shape the global energy transition. By mastering the art of policy design and regulatory compliance, participants can navigate the shift from fossil-fuel dependence to a diversified, low-carbon energy economy while ensuring national energy security and economic competitiveness.
The scope of this training encompasses the technicalities of "Energy Trilemma" management—balancing security, equity, and environmental sustainability—alongside the mechanics of carbon pricing, subsidies, and renewable energy auctions. It examines the governance structures of national utilities, independent regulators, and international energy bodies, providing a comprehensive understanding of how legislative intent is translated into operational reality. The course provides a deep dive into "Regulatory Risk" assessment, focusing on how shifting political landscapes and climate commitments impact long-term capital investments in the energy sector.
Coverage includes the analysis of "National Determined Contributions" (NDCs) under the Paris Agreement, the implementation of "Net-Zero" legislation, and the management of "Just Transition" frameworks for communities affected by the energy shift. The course addresses the critical role of "Transparency and Accountability" in energy governance, including the auditing of state-owned enterprises and the prevention of market manipulation. Participants will gain practical expertise in drafting policy briefs, conducting regulatory impact assessments (RIA), and formulating strategic roadmaps for institutional reform and energy sector liberalization.

TRAINING COURSE METHODOLOGY:
A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximize the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.
The course participants shall be evaluated before, during, and at the end of the course.
COURSE CERTIFICATE:
National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
