COURSE OVERVIEW:

The role of an Authorised Person (AP) is the cornerstone of safety and operational integrity in any high-voltage network. This course provides a rigorous technical and legal framework for individuals tasked with the responsibility of managing high-voltage isolations, switching, and the issuance of safety documentation. Participants will explore the weight of legal accountability and the technical precision required to oversee complex distribution systems without compromising personnel safety or asset health.

 

The scope of this training addresses the mandatory procedures for high-voltage switching, including the development of switching schedules and the management of "Permit-to-Work" systems. It covers the technical nuances of interlocking logic, earthing protocols, and the physical verification of equipment status. The curriculum provides a detailed focus on the communication protocols required during emergency restoration and the hierarchical structure of a safe system of work.

 

Coverage includes the interpretation of statutory regulations such as the Electricity at Work Regulations and relevant NFPA or EN standards. Attendees will learn to conduct safety audits, identify operational risks, and lead emergency response teams during system faults. By combining administrative mastery with deep technical knowledge of substation assets, the course equips professionals with the expertise required to function as the final authority on high-voltage safety and operations.

 

COURSE OBJECTIVES:

After completion of this course, the participants will be able to:

  • Define the legal duties and responsibilities of an Authorised Person.
  • Develop and verify complex High-Voltage Switching Schedules.
  • Issue and cancel Permits-to-Work and Sanctions-for-Test.
  • Implement the 8-step process for establishing a safe working condition.
  • Manage the "Key Safe" system and master-key security protocols.
  • Perform safe switching on SF6, Vacuum, and Oil circuit breakers.
  • Execute primary and secondary grounding (earthing) procedures.
  • Conduct formal safety briefings and "Toolbox Talks" for work parties.
  • Identify and mitigate risks associated with backfeeds and induction.
  • Verify the competency of "Competent Persons" under their supervision.
  • Manage emergency switching and fault isolation in a high-stress environment.
  • Audit the safety documentation and isolation logs of a facility.

 

TARGET AUDIENCE:

This course is intended for Electrical Engineers, Senior Technicians, and Operations Supervisors seeking formal authorization to manage high-voltage networks.

 

TRAINING COURSE METHODOLOGY:

A highly interactive combination of lectures, discussion sessions, and case studies will be employed to maximize the transfer of information, knowledge, and experience. The course will be intensive, practical, and highly interactive. The sessions will start by raising the most relevant questions and motivating everybody to find the right answers. The attendants will also be encouraged to raise more of their questions and to share in developing the right answers using their analysis and experience. There will also be some indoor experiential activities to enhance the learning experience. Course material will be provided in PowerPoint, with necessary animations, learning videos, and general discussions.

 

The course participants shall be evaluated before, during, and at the end of the course.

 

COURSE CERTIFICATE:

National Consultant Centre for Training LLC (NCC) will issue an Attendance Certificate to all participants completing a minimum of 80% of the total attendance time requirement.
